THE man arrived at the Surabaya regional office of the General Elections Commission (KPUD) in East Java very early in the morning. He appeared anxious. “I’m waiting for a copy of the final voter list for residents in my subdistrict,” said 55-year-old Hanis Suroso, the head of the regional polling committee for Benowo subdistrict in Surabaya, on Wednesday last week.
