A circular recently issued by Banten's provincial secretary, at a glance, does not really warrant attention. Addressed to heads of agencies and divisions within the provincial administration, the circular focuses on preparations to mark Banten's anniversary whichfalls on October 4.

However, now that Ratu Atut will most certainly retain her seat as Banten's powerful governor, that circular will fall under scrutiny as it poses a problem for Ratu Atut.
