Indonesia's police have their guns supplied through National HQ in Jakarta. But East Kalimantan's police chief has adopted a unique but controversial do-it-yourself approach.

Deeply worried by security problems in East Kalimantan, troubled by weap ons shortages among his men, Ins. Gen. Togar Sianipar recently sent out orders for them to buy more.

The only thing is, the provincial police were expected to buy the weapons themselves.
