Aletter arrived at President Abdurrahman Wahid’s desk last March. Theys H. Eluay, Papua Presidium chairman, sick and confined to bed had signed it. The Papua separatist suspect was asking the government to pay his hospital expenses. His reason was that he was in external detention courtesy of the Irianjaya Prosecutors Office.
