The Cabinet Secretary's Office sprang to life Monday three weeks ago after news broke that a Presidential Decree had been issued naming Bambang Widodo director-general of immigration. Cabinet Secretary Andi Widjajanto ordered his staff to investigate. "The result was that such a decree did not exist.
