THE unsavory aroma of Jakarta's garbage appears to emanate not just from the terminal dump site at Bantar Gebang, Bekasi. Toward the end of Governor Sutiyoso's term of office, Jakarta legislators cite several kinds of bad smell, one of them wafting out from the management of waste.
