To Johannes (John) G. Bonay, executive director of the Institute for Human Rights Study & Advocacy (Elsham), the New Year celebrations had a bitter taste. Three days before the arrival of 2003, his wife, daughter, and another relative were fired at by unidentified persons near the border post at Wutung, gateway to Papua New Guinea, 20 kilometers east of the provincial capital of Jayapura.
