The communication and informatics ministry instructed Internet Service Providers (ISPs) to block 11 domains in Telegram, a web and smartphone social media application, last Thursday. The ministry argued that a number of the app's chat channels contain radical and terrorist propaganda, and even instructions on how to make bombs.
