WHEN I joined the University of Indonesia (UI) in Salemba in the early 1960s, political science was given as studies on statehood, which in the Continental European countries like Germany, France and Holland is known as allgemeine staatslehre. The biggest portion of this subject was given on the basis of books written by Dutch and German leading figures like J. H. Logermann, Carl Schmitt, Herman Heller and Georges Jellinek.
