Last year, telephone charges were not increased because of public protest. Now, in the midst of the elections, tariffs will rise by 28 percent. However, Telkom's finances are in very good shape.

LIFE is difficult in 2004. The business world has adopted a policy of wait and see until after the elections. Toll road fees have risen by 20 percent. Drinking water is 40 percent more expensive.
