HE was not shouting, but former East Timor governor Abilio Jose Osario Soares was clearly protesting when he entered Cipinang Jail to begin his sentence last Saturday. The Supreme Court had sentenced him to three years in prison after he was found guilty of gross human rights violations in East Timor in 1999. Similarly involved people have been set free.
