WHEN the police found an ecstasy factory in Tangerang a few years ago, many people were shocked. This was because the plant was capable of producing thousands of ecstasy pills in a day. Instead of getting praise, the police were derided for finding the ecstasy plant located in the middle of a kampung, at such a late date. The problem was that the plant was raided only after the pills, again and again, were exported overseas.
