ALTHOUGH Indonesia is known as the world's largest archipelago, its national shipping industry remains miniscule. Even the largest state-owned shipping company, PT Pelni being sidelined. In 2003, Pelni lost Rp382.5 billion, although it had received a Rp80 billion subsidy from the government.
