Every year, disasters manage to catch the government unawares. For example, during the rainy season, like the one happening now, officials claim to be surprised when floods and landslides occur. Then during the dry season, they are also taken aback by forest fires that spread smoke as far away as neighboring countries, even though this happens every single year.
