IT seems to be an evil act without equal: a group of people embezzling funds that should be going to the survivors of a natural disaster. It is like kicking someone while they are down. This is what happened in Aceh after the 2004 tsumani that killed almost 200,000 people there. Hundreds of hectares of farmland were devastated and thousands of schools, mosques and hospitals were razed to the ground.
