FLOODWATER has inundated 60 percent of Jakarta and many are asking why. This is a fair question, given that flooding is not a disaster that cannot be anticipated, like an earthquake. It is easier to foresee, since seasonal rains are predictable. Locations susceptible to flooding can also be identified by observing the way water flows to low-lying areas.
