IN early April, Sultan Hamengku Buwono X made a shocking declaration: he no longer wants to be Governor of Yogyakarta. This statement created two problems. First, it has legal implications that will add to the already heavy workload of the government. Second, it triggered a controversy because many people and historians believe it is time for Yogyakarta (while still retaining its special status) to start holding democratic elections.
