APPEALS alone will not recover state funds sitting in unauthorized accounts established by government departments and state agencies. The reform process is going on nine years, but there is still an extraordinary number of accounts that have not been reported to the Finance Department. The amount of funds in these accounts is phenomenal. There are some 3,195 accounts, with a total value of close to Rp17 trillion.
