THE many different programs to resolve Jakarta’s congestion that have been tried seem to have been rather ad hoc. And even the good programs seem to unravel in their implementation. Drivers evade the three-in-one rule by hiring “jockeys,” the busway is not yet running in all the corridors, the monorail is nothing more than a series of pillars and water transportation was blocked by floating trash and shallow rivers.
