THE electricity crisis is nothing new, but governments always go into a panic every time there is a power shortage. There has never been a comprehensive solution or a national policy that is then implemented in the form of an energy efficiency program. What always arises is a cliché: the people are asked to save electricity to reduce the burden on the State Electricity Company (PLN).
