MASSIVE traffic jams happen again and again, but this time the congestion was excessive and truly regrettable: thousands of trucks stretched along more than 18 kilometers of the road to the Merak ferry port. So the question that needs to be answered by the ministries of Transportation and State-Owned Enterprises (SOEs) is: did port managers fail to anticipate the situation that led to such appalling congestion?
