THERE is much to be learned from the ruling of the civil court at The Hague, the Netherlands on September 14. Presided over by Justice D. A. Schreuder, the court ruled that the Dutch government was in the wrong and instructed it to pay compensation to the widows of the people massacred at Rawagede.
