THE intention of Taufiequrachman Ruki, acting chairman of the Corruption Eradication Commission (KPK) to review the authority of its investigators who do not come from the police or the prosecutors' office, will further weaken this anti-graft institution. If the KPK chairman goes ahead with curtailing or withdrawing the authority of these independent investigators, he will go down in the history of the KPK as the first leader to weaken his own institution not once, but twice, in a very short period. The first time was when Ruki ceded the investigation into the corruption case of Police Comr. Gen. Budi Gunawan to the Attorney General's Office (AGO).

Ruki's decision appeared to be in line with National Police Headquarters, which seems to be protecting Budi Gunawan. The lawyers representing Gunawan, who is currently chief of the Police Crime Investigation division, have questioned the status of investigators who are former police personnel and civilians recruited under the Indonesia Calls on You 2013 recruiting program. The reason given is that Article 6, chapter 1a of the Criminal Code only authorizes investigative functions to 'police officers of the Republic of Indonesia'.
