THE cancellation to increase duty stamps is indicative of a government that lacks control in the process of planning its policies. The increase should have taken place in July, but due to unexplained reasons, it has been cancelled. Besides the existing Law No. 13/1985 on Duty Stamps still needing to be revised, the plan, which has been sharply criticized by opposition groups, has yet to be discussed with the legislature (DPR).
