The revelation that Rolls-Royce had bribed Garuda Indonesia's top executive did not come as a surprise. The rumors of suspicious frauds at Garuda first surfaced in 2006, a year after CEO Emirsyah Satarcurrently indicted for the Rolls-Royce bribery casetook over the reins.
At that time, Anwar Nasution, Supreme Audit Agency (BPK) chairman, warned of suspected violations in the airline's ticket sales section, which could potentially incur tens of billions of rupiah in losses to the company. However, no one acted on his warnings.
