The Ministry of Industry's decision to relax regulations governing the import of unrefined sugar in order to meet domestic demand was unavoidable. Limited supplies from sugar cane plantations made refineries unable to work optimally. They currently work well below capacity.

With this limitation, it is no surprise that Indonesian sugar production can never meet demand. Annual production of white sugar has only been around 2.2 to 2.6 million tons,
