The diphtheria outbreak raises major questions about the effectiveness of the governments immunization program to date. In the past 11 months, no fewer than 714 people were infected by the illness in 26 provinces, 38 of whom died. The Ministry of Health, however, claims its national immunization coverage target is already at 91.6%. That number contradicts the facts on the ground, since between October and November 2017, no fewer than 11 provinces
