The policy boosting downstream industries cannot be applied to all minerals. It would be better to raise export tariffs.

IT would be a serious mistake to view the success of the downstreaming program as being purely determined by bans on the export of unprocessed mining products. When investors decide which downstream sectors to put their money into, they do not only consider mineral reserves. Without careful consideration, the government’s initiative to expand the ban on mineral exports could become a boomerang.
