IN the endeavor to protect rare animals like the Javan pangolin (Manis javanica), it is not enough simply to arrest and punish the smugglers. The government needs to make saving the pangolin part of a global movement by lobbying those countries where the animals are smuggled to. This way, illegal trade and consumption of pangolins could be stopped.
