THE 1945 Constitution guarantees everyone the right to worship according to his or her religion. The context, however, differs when it comes to building houses of worship. Belief in a religion, and even changing religions are rights protected by the United Nations Convention on Human Rights. Building a house of worship, on the other hand, must take into account the social environment, availability of land and so on.
