The president has issued a decree to establish a fact-finding team to study Munir’s death, but its authority has been significantly curtailed and does not extend to investigation.

President Susilo Bambang Yudhoyono has responded to the demands of human rights activists to form an independent fact-finding team to look into Munir’s death. The team was formed through Presidential Decree No. 111/2004, issued last week. The decree named Brig. Gen.
