Deliberations in the DPR over the Constitutional Court Bill should best be done in two stages: first, on the institution's establishment, then on the rules of procedure.

The Constitutional Court must be set up by August 17, 2003 at the latest. Even if all those involved hurry to complete the legislation, it will still be difficult to meet the deadline as laid down in the constitution.
