LESS than a hundred days in office, the government of President Susilo Bambang Yudhoyono and Vice President Jusuf Kalla has already gone through at least two procedural crises. The latest involves a letter sent by vice-presidential secretary Prijono Tjiptoherijanto to cabinet ministers and non-ministerial government agencies.
