INDONESIA is the nation with the most extensive territorial waters in the world. But the organization responsible for safeguarding these waters does not have the means to do so. The Indonesian Navy (TNI-AL) is short of ships. Therefore the TNI-AL commanders hit upon the idea of asking those regional governments suffering the heaviest financial losses as a result of crimes at sea, to buy boats.
