IN an ideal democratic country, the government's programs should be fully funded by tax revenues. The principle of a government for the people and by the people means that each resident is obliged to pay for state activities. Ideally, the money collected from the people should be enough for the government's budget, so that the state need not be in debt to implement all of its responsibilities.
