The proposed amendment to the Tax Law seems to be aimed at concentrating authority in one pair of hands. Or another method of making up for the losses incurred by tax-evading tycoons.

IF "wise people" is taken to mean "clever people", then the sticker with the words "Wise People Pay Their Taxes" would make sense. This is because to these "clever people" or better yet, "cleverly manipulative people"—paying their taxes can mean they are creative and innovative: about manipulating numbers, or keeping two sets of books, or how able they are at negotiating with tax official
