Poverty continues to plague East Nusa Tenggara. Aid, donations and development seem to be vanishing. It results from unfavorable regional topography, consumptive lifestyle and custom or lack of prudence in central government budget spending by the regional administration. What solutions are to be adopted?

POVERTY in East Nusa Tenggara (NTT) has been discussed in seminars, studied, reported by the media and even published in books. Domestic and foreign aid has also been considerably channeled to local people. But the achievement of the provincial society in promoting its public welfare is relatively low.
