NOT long after Susilo Bambang Yudhoyono was elected President in 2004, the Indonesian Institute of Sciences (LIPI) was commissioned to do a study on Papua, Indonesia’s easternmost province that has been plagued by security problems for decades. Four years later, a book entitled Papua Road Map—Negotiating the Past, Improving the Present and Securing the Future, containing detailed information on the sources of conflict in Papua was published.
