After 200 days of presiding over the Department of Maritime Affairs & Fisheries, Fadel Muhammad launched a program called Minapolitan, a Fishing City, in early 2010. The concept is an integrated fishery region with an ambitious target: making Indonesia the largest producer of fish and maritime products in the world by 2015. Many have said that this target is unrealistic—without sufficient analysis. However, Fadel has promised four breakthrough strategies. What are the pros and cons of this Minapolitan? IN the first week of May, Kupang, a provincial city in eastern Indonesia, was declared a Minapolitan city.
