IN the first week of May, Kupang, a provincial city in eastern Indonesia, was declared a Minapolitan city. A month earlier, Pelabuhan Ratu, which is located along the southern coast of West Java, was named the “initial city” in the network of Minapolitan or “Fish Cities” of Indonesia.
