IN years past, Herman and his family often struggled to put food on the table. For residents of Komodo Island in West Manggarai Regency, fishing was all they knew.
Since boyhood, Herman had been helping his family fish off Labuan Bajo in East Nusa Tenggara Province (NTT). "We used nets to catch fish, and sometimes we used surface trawls," he told Tempo English two weeks ago. The activity generated less than Rp1 million a month.
