More than 100 years ago, the Dutch East Indies government in Batavia issued an order to governor Van Heutz on how to deal with the Aceh problem. It was a comprehensive command, not just restricted to hunting down the rebels.

Military Operations
Armed units seconded to the governor should be provided with decent quarters and employed as strictly as possible in hunting down the rebels, all the way to their hideouts. The rebels should be forced to surrender. If they continue to resist, they should be eliminated.
