What is going wrong with the implementation of regional autonomy? Is it the regulations or is it the concept itself? In a number of areas, problem after problem springs up. Water supplies that were previously enjoyed by all are now being fought over. The ocean that was a source of income for fishermen in a number of areas has become hotly disputed. Suddenly, regional identity has become paramount, and sadly, a reason for conflict.
