POLITICS cannot be confined to one place. Politics does not revolve around a few institutions. Even parties, parliaments, and governments are not the space and time of true politics.
The counting of votes, the pitting of words half honest and sordid, the inevitable calculations about winning the next electionall this is 'politics' in a limited sense; a competition of force. But what is not clear in this, is who the competition is between.
