First Week after the ruin of the WTC in New York.
The FBI really did well: in the first 72 hours after the tragedy of Sept. 11, the FBI identified 19 suspected hijackers on the four flights in question. These were thought to be the men who carried out the attacks. All 19 had Arab names.
Second Week.
A Saudi diplomat told the Washington Post that all, or at least many, of the suspects' names and photos were false.
