NEWLY painted yellow houses sit in a row in Kampung Mulia, Kuta Alam, Banda Aceh. These newly completed permanent structures, built by an NGO, all have the same design: two rooms and a guestroom without any ceiling. There are about 500 or so homes in this area which are ready to be inhabited.
