THE International Committee of the Red Cross (ICRC) has been in Nanggroe Aceh Darussalam since 1979, long before the tsunami disaster, working in the conflict areas. Yet, when disaster struck, the ICRC moved to provide assistance. What has been their contribution and how effective has their coordination been?
