BEFORE leaving for Surabaya, East Java, to study in mid-February, Iwan Sugiyanta was invited to a meeting by his boss, Syarwani, the Regent of Bulungan, North Kalimantan. Iwan, Chief of the Bulungan Regional Development Planning Agency, was not the only one invited.
