When the State Minister for State-Owned Enterprises, Laksamana Sukardi, announced that the new chief of the Indonesian Bank Restructuring Agency would be Syafruddin Arsyad Tumenggung, a relative unknown plucked from the Financial Sector Policy Committee (KKSK) bureaucracy, he described the change as a breath of fresh air.
