HEADING UP the Indonesian Bank Restructuring Agency (IBRA) would seem to be an easy matter for new boss Syafruddin Arsyad Temenggung. He has promised to settle, in just six weeks, the knotty Asset Transfer Kit problem that has dragged on for years. He has targeted conglomerates that have not paid their debts for over three years, as one of his sources of revenue. While all his predecessors raced to sell assets cheap, he has instead signaled
