SEVERAL State-Owned Enterprise (SOE) projects that were financed by the Investment Funding Account (RDI)—an account that is all but invisible—have ended up as mystery projects. Many of them are now neglected and left hanging in mid-air. There are also those projects that have apparently disappeared.
